Italy admits international skilled-trade workers primarily through the Decreto Flussi (Annual Work Quota) and other applicable employer-sponsored work-permit categories.
This pathway allows foreign nationals with valid job offers to apply for non-seasonal employment residence permits in sectors experiencing labor shortages. Approval is based on employer sponsorship, quota availability, and individual eligibility, and may lead to renewable residence permits and long-term residence in Italy. Italy does not operate a standalone “Skilled Trades Program.” Eligibility is assessed under existing Italian work-permit frameworks.
